Lifeline Celebrates Passage of South Carolina Pregnancy Resource Act

MT. PLEASANT, S.C., April 16, 2026 — Lifeline Children’s Services celebrates the successful passage of the Pregnancy Resource Act (S. 32), by the South Carolina House of Representatives. This is a significant step forward in supporting life-affirming care for women and families across the state. 

The tax credit bill incentivizes private donations to pro-life organizations. The legislation creates new opportunities for individuals and businesses to make charitable donations eligible non-profits and, in turn, support children in foster care, women served by pregnancy resource centers, at-risk children in need of therapeutic care, and those vulnerable to human trafficking. 

“We are deeply grateful to the South Carolina House for their unanimous, life-affirming support of this bill,” said Cathy Leeke, Lifeline Children’s Services South Carolina state director. “A special thank you to Senator Grooms for meeting with us almost two years ago, agreeing to be the original sponsor on the S. 32, and so diligently working with us to see this bill get passed.” 

Lifeline played a key role in the development of the bill, working behind the scenes alongside partners and policymakers to help shape its vision and ensure it effectively serves women, children and families. Through collaboration and a shared mission, this effort reflects what is possible when organizations and leaders unite around compassionate, practical solutions. 

“This is a meaningful victory for families in South Carolina,” Leeke added. “We are honored to have contributed to a process that will have lasting impact for those in need of support and care.” 

As the bill is signed into law and implementation begins, Lifeline looks forward to working alongside other pro-life organizations across South Carolina to equip them with the tools and understanding needed to engage donors and communities.
