Location: Must reside within the state of Wyoming, frequent travel throughout the state required.

Position Summary:
Provides direct casework services across Lifeline programs—including pregnancy counseling, adoption (domestic and international), foster care, and church-based programs—based on the current state programs and caseload needs.
Serves as a core member of the state team, partnering closely with the State Director and state staff to achieve assigned strategic objectives, annual goals, and key performance indicators (KPIs).
Role Scope and Focus Variability
This position is designed to serve across multiple program areas—including pregnancy counseling, adoption casework, foster care services, and church partnerships—with the understanding that the primary focus of the role will vary by state based on community needs, program offerings, and current caseloads. While this job description reflects the full scope of responsibilities that may be assigned, each state role will emphasize certain areas more heavily than others. Applicants should be comfortable with a flexible role structure and motivated to serve where the need is greatest within their assigned state. The immediate need for this specific role is church engagement and donor relationships but will also have direct responsibilities of Pregnancy Counseling and Adoption casework.
Responsibilities:
- To be a minister of the gospel of Jesus Christ to co-workers, clients and ministry partners
- Actively participates on the team in a manner aligned with scripture including, but not limited to, praying for and with other team members, sharing scripture in daily activities and leadership, modeling the character of Jesus Christ in interactions with team and any external clients, partners, vendors, etc.
- Disciples ministry partners and clients.
- Aligns team dynamics, internal & external processes, and final product of team’s work with Biblical principles and with Lifeline’s Core Values
Development/Fundraising
- Builds upon existing and historical relationships while highlighting Lifeline Children’s Services in comparison to local attorneys and other adoption agencies.
- Partners with the State Advisory Board on all aspects of the state programs and fundraising.
- Develops a program of public relations, including interpretation to the community.
- Assists in marketing initiatives in and around assigned state to promote the Lifeline ministry, both from a development and awareness side.
- Encourages financial support of the ministry through all avenues including individuals, foundations, grants, churches.
- Plans and executes fundraising events in your geographic areas.
- Creates strategic plan to meet state fundraising goals though partnering with Lifeline’s Central Office Development team.
- Pursues relationships with electronic and print media and encourages favorable coverage of adoption issues and ministry profiles.
Church Partnerships
- Develops and cultivates partnerships with local churches through using Lifeline trainings and initiatives.
- Pursues opportunities to speak in churches about the Biblical alternative of adoption and the success of Lifeline.
- Increases the number of local church partners annually
Family Recruitment & PC Networking
- Oversees and supports family recruitment efforts across all applicable programs, including domestic adoption, international adoption, foster care adoption, hosting, Harbor Families, and church-based initiatives.
- Works with local and central office team on family recruitment efforts in your state to achieve agreed upon annual goals.
- Ensures adoption information meetings and options counseling are conducted with excellence and consistency.
- Partners with state Pregnancy Counseling Team to assure networking goals are met on an annual basis.
- Guides staff in raising awareness of waiting children and the need for families.
- Reviews assessments to ensure families are appropriately equipped to care for children and meet program eligibility requirements.
Supervision & Staff Development
- Provides individual and group supervision for state social work, case management, pregnancy counseling, church-based program, and family recruitment staff.
- Supervises State Specialists and other assigned roles, providing oversight, direction, coaching, and accountability across all assigned programs.
- Meets regularly with staff to review cases, identify risks, develop service plans, and support effective decision-making.
- Contributes to annual staff evaluations and performance development within assigned program(s).
- Provides contracted supervision for assigned BSWs and MSWs requiring supervision by the State Board of Social Work, when applicable.
- Ensures new hire onboarding and ongoing training requirements are met in compliance with agency, state, federal, and Hague standards.
Program Oversight & Compliance
- Oversees pregnancy counseling, domestic adoption, international adoption, foster care-related services (as applicable), church-based programs, and family recruitment initiatives within assigned program(s).
- Ensures services meet excellent social service standards and comply with Lifeline’s Core Values, Ministry Goals, and all applicable state, federal, and Hague regulations.
- Senior Managers are responsible for adherence to state licensing and compliance requirements; Managers may assume these responsibilities in the absence of a Senior Manager.
- Consults with appropriate Leadership Team members on situations requiring further review, investigation, or approval.
Pregnancy Counseling & Family Services (Adoption, Foster Care, Foster Care Adoption, Harbor Families) Oversight
- Provides supervision and guidance to pregnancy counseling and family services staff serving women, couples, families and children.
- Supports staff in assessment processes, client readiness evaluations, crisis intervention, and ongoing case management.
- Reviews completed expectant parent, adoptive family, foster care, foster care adoption, Harbor Families, and birth parent files to ensure all documentation is complete, accurate, timely, verified, and compliant with agency, state, federal, and program-specific requirements; makes recommendations for corrective action or follow-up as needed.
- Reviews, evaluates, and approves program-related submissions, including in-state adoption, foster care, and foster care adoption applications and home studies (including those conducted by unaccredited agencies requiring a Certificate of Approval), and provides final approval of home studies and comparable assessments based on review of the complete and compliant record, when within the scope of assigned program(s).
- Carries a caseload as needed of pregnancy counseling, adoption, foster care, foster care adoption and/or Harbor Families as needed to support program needs.
Church-Based Programs & Community Partnerships
- Provides oversight of Lifeline’s church-based programs, including Families Count, Heritage Builders, Worthy, and Harbor Families.
- Supports the development, training, coordination, and ongoing engagement of church partners.
- Strengthens collaboration between churches, community partners, and referral sources.
- Oversees implementation of Harbor Families family preservation services, including volunteer assessment, equipping, and support.
- Ensures church-based programs align with Lifeline’s mission, standards, and outcomes.
Leadership & Organizational Support
- Managers supervise social services and staff within assigned program(s).
- Performs duties and responsibilities assigned to Senior Managers, when applicable.
Other Duties:
- Assisting in agency-related events, including the annual staff retreat, the annual dinner, anniversary celebrations, across all Lifeline programs
- Maintains good relationships with co-workers, including solving all disputes in a Biblically prescribed fashion
- Represents the agency in a professional manner in and away from the office.
- Encourages and supports church engagement efforts, including live presence opportunities, adoption information meetings, and biblical teaching on caring for vulnerable children.
- If qualified by the state, conduct home studies, post placement/adoption reports or other related adoption services for families in your geographical area when necessary.
- Other duties as assigned by supervisor or member of the Executive team
All roles at Lifeline are designed to function as a flexible, team-based position. While primary responsibilities are outlined, employees may be asked to support additional programs, service areas, or initiatives based on organizational needs, workload/caseload demands, and supervisor direction. Any additional duties will be consistent with the employee’s training, licensure, role classification, and Fair Labor Standards Act (FLSA) status and will not fundamentally change the nature of the position.
Minimum Qualifications:
- Bachelor’s degree in social work or a related human services field (whichever is required by State), required; Master’s degree, required
- At least 2 years of work in child-placing environment, required
- Licensed Social Worker, if offered by State, strongly preferred
- Must lift at least 25lbs, must have reliable transportation
